Ya Amie Touray is a distinguished legal practitioner specialized in Utilities Regulation with over a decade of experience in the public sector. While she was working at the Multi- Sector Regulator (PURA) she garnered the invaluable experience of implementing National Projects, negotiating donor funded projects, recommending and implementing government policies on Telecommunications, Broadcasting, Energy and Sewerage. She also developed and implemented regulatory instruments in the various sectors including the licenses for recently liberalized Broadcasting, Petroleum Downstream and International Voice Gateway Licenses. She implemented the licensing regime for the Petroleum and Telecommunications Sector. She was an active participant in various government led taskforces such as the International Gateway Liberalization Task Force and the Digital Terrestrial Television (DTT) Switchover Taskforce.
On a Regional Level, she was a member of the Legal, Licensing Working Group of ERERA and the ECOWAS Regional Electricity Regulator. As a member of this working group, she contributed in the preparation of the market rules and sanctions for the Regional Electricity Market.
As the lead Consultant for her firm, Stellar Consulting, she continues to work with both government and private entities on legal and regulatory issues concerning licensing, standards and other regulatory matters. She has counselled major petroleum importers and exporters, Telco’s and civil society organizations on a range of matters including regulatory compliance and enforcement. Ms Touray recently works with the National Social Protection Secretariat to develop to Gambia’s first ever Social Protection Bill and has serves as taskforce member reviewing several bills including the Access to Information Act 2021, Data Protection and Privacy Bill and the Cybersecurity Bill.
Extending her commitment to the development of legal profession, MS Touray serves as an Adjunct Lecturer at the University of The Gambia’s Faculty of Law, imparting her knowledge for over eight years.
Ms Touray holds an LLB), a BL (Barrister-at-Law), and an LLM in Information Technology and Telecommunications Law. She is a Tech Policy Fellow and has recently completed a diploma in Project Management.
As a fervent advocate for digital rights, data protection, and (D4D), her passion translates into tangible actions. Notably, she volunteers her time as a resource person, empowering and educating young women and girls on Digital Safety and Security.
